Settlement is decided by the parties who sign it. Intelligence reads that record afterwards, on a channel of its own.

Coverage
A pattern is published when enough independent participants carry it. Below that line the publication reads insufficient coverage.

One version
Within a jurisdiction, every entitled reader receives the same version and the same measure at the same moment.

Correction
Every publication carries its own path of correction and withdrawal.
Access is by entitlement.
